According to a report by the Afghan Government, a new investigation has revealed that 39 civilians, all women and children, were killed in a NATO rocket attack last month.
The NATO-led International Security Assistance Force (ISAF) said that it has been checking into reports of civilian deaths since the government first said nearly two weeks ago that over 50 people had been killed by a rocket attack in the province of Helmand in southern Afghanistan.
Lt Raymond Jeffery, spokesman for ISAF, said that he had no information about the results or progress of any probe and could not comment on the 39 deaths reported by President Hamid Karzai`s office.
Previously ISAF had said that, in the attack, six people died, a majority of them insurgents.
NATO forces in Afghanistan are facing criticism about their alleged involvement in the killings of civilians. The allies usually term the civilians insurgents. Previously, President Hamid Karzai had accused NATO forces of killing 52 innocent civilians in a missile attack.
General David Petraeus has now issued new rules to avoid civilian casualties.

The commander of U.S. and NATO force in Afghanistan, General David Petraeus, issued new guidelines to nearly 150,000 foreign troops on Wednesday, emphasizing the need to avoid civilian casualties.
General Petraeus said in a statement, “We must continue – indeed redouble – our efforts to reduce the loss of innocent civilian life to an absolute minimum. Every Afghan civilian death diminishes our cause. If we excuse force or operate contrary to our counter-insurgency principles, tactical victories may prove to be strategic setbacks.”
The statement further noted that the directive firmly places the presence of civilians at the center of every decision involving the use of force and ensures that some areas that may have led to misconceptions are clarified.
NATO forces have drawn sharp criticism for the civilian casualties that have occurred during their actions. A couple of weeks ago, Afghan President Hamid Karzai accused NATO of killing 52 innocent civilians in a rocket attack. The Taliban has also denounced General Petraeus, saying he has been killing more civilians since he took command of NATO forces in Afghanistan on July 4.

The Taliban have said that US General David Petraeus is killing more civilians and drawing more attacks on US and NATO troops since he took command in Afghanistan.
The Afghan Taliban said on their website `Petraeus only accomplishment since he took over US and NATO troop command three weeks ago, is civilian casualties (mass murder), which is being considered by many nas his new war strategy and tactic`.
The website claimed that `90 non-combatant defenseless civilians have been martyred by the US invaders` blind bombardments across Afghanistan over the past two weeks, adding that such actions only create growing resentment by Afghans against foreign troops`.
Over the past one and a half year the US forces have increased attacks with unmanned drone aircraft in Afghanistan. Regarding these attacks Taliban said `of every type on US invading forces…have reached record levels since General Patraeus took charge. The consensus among the people of Afghanistan is there is a lack of morale among US troops which has left Petraeus with no other alternative but to resort to carrying out his vicious war plans and tactics, which are causing further civilian casualties (mass murder) over and over again`. This is creating a whole new generation of terrorists who will carry a hatred toward the US

Today’s international conference in Kabul reveals that the U.S has decided that it’s too early to transfer control of power to Afghan security forces. The plan of transfer of control has been dropped silently confirming the fears of European countries that the US commander in Afghanistan, Gen. David Patraeus is less committed to a speedy transfer of power. Earlier this month in Kabul, General David Petraeus, had formally taken over command of Nato forces in Afghanistan.
This change of plans also signifies the fact that the US command in Afghanistan thinks that the security situation in the country is too weak to allow for a transition of power to begin as early as planned by the US officials.
Even though it was discussed in the conference that the security supplies in Afghanistan would have to be met by the Afghan army and police by the end of 2014, countries like Germany, Italy, Norway and Spain were favoring a relatively rapid progress in areas with their troops are planted i.e. the north and west of Afghanistan.
The situation in Afghanistan can be judged by the news of an Afghan soldier killing two US civilians and one of his own comrades in Mazar-e-Sharif which is amid one of the most stable of areas in Afghanistan’s north. This brought to sight the difficulties involved in a transition of control which has now been delayed. Earlier the at an international conference led by Hillary Clinton and Ban-Ki-moon, the UN secretary general, it was discussed that the situation is now stable enough, a claim now bashed by this incident.
In the final agreements of the conference the clause of ‘provice-by-province’ transfer of power was removed. A Nato official stated that the change reflected Petraeus’s wish to slow the pace of the transfer of power.
European powers had expressed a wish to announce the list of provinces which would be handed over power in a summit in Lisbon earlier in November 2009. The world leaders are not oblivious of the fact that international support for the nine year long intrusion in Afghanistan shall soon expire.
Afghan government has demanded for more international aid to be directly handed over to them. This proposal has raised concerns considering the money may be siphoned off by corrupt ministers. However, Karzai promised new measures on corruption that would ensure ’speedy prosecution of offenders’!
